The situation, as of this week

The largest school district in America just removed AI from 600,000 children.

On September 2, 2026, New York City announced the broadest student-facing generative AI moratorium in the nation: every student from 2‑K through eighth grade, for one year, with 38 previously approved programs discontinued.

We take the district's stated concerns seriously. Several of them are correct, and we say so plainly. Companion chatbots do not belong in the hands of minors. Answer-dispensing homework tools measurably damage learning. The evidence base is genuinely thin.

But the policy bans the wrong noun — and the children it is meant to protect are already, overwhelmingly, on the other side of the fence.

Pennsylvania preparatory school case

Read that last one carefully. Those images were made by children, of children, on personal devices, outside school hours, from school-published photographs. A moratorium on district networks would not have prevented a single one of them. What might have is a sixth-grade unit on synthetic media, provenance and consent — which is precisely the instruction a K–8 moratorium makes difficult to deliver.

The Inoculation Thesis

A ban is a relocation, not a containment.

Prohibiting generative AI in K–12 does not remove AI from childhood. It removes teachers from AI.

Exposure continues at the same rate, in the same volume, in the same products — minus the one adult in the child's life who was paid to be in the room, who knew what a hallucination was, and who could say check that.

And it does not remove teachers evenly. The child with a subscription at home and a parent in technology loses nothing. The child in one of the 15.7 million American households without high-speed broadband loses the only supervised, expert-mediated encounter with AI they were ever going to get. A ban converts AI literacy from a public capability granted by schools into a private advantage purchased by families. That is the definition of a regressive policy.

The child is handed the machine's output and asked to find the error, name the technique, trace the source, prove the claim. The machine does no work; it is the work.

The programme

Inoculation is not a metaphor we chose for the branding. It is a specific psychological mechanism with forty years of experimental support: exposure to a weakened form of a manipulation, delivered with refutation, confers durable resistance to stronger versions later.

Machines Guess

Unplugged. No screens, no student accounts. One idea: a machine that guesses the next word is not a person, and does not know things. The class collectively plays the model, and discovers it can produce a confident ending without knowing whether it is true.

The Confident Wrong

Teacher-projected, whole class. Hallucination hunts on the class's own subject matter, a year-long "Confident Wrong" wall of specimens, and the check-it reflex drilled to automaticity — lateral reading, three sources, always.

Who Made This?

The crisis dose. Provenance and forensics, synthetic media and consent, voice-cloning scams, and a concrete response protocol for someone made a fake of me, or of my friend. Delivered in the grade band where peer image abuse begins — the band a K–8 moratorium places out of reach.

The Persuasion Engine

You resist manipulation by learning to perform it. Students build a weak manipulator in a sandbox to learn its moves from the inside, then replicate the MIT cognitive-debt finding on themselves and recover the guardrail result with their own data.

11 – 12

Governance Lab

These systems will be governed by people. You are those people. Red-teaming, model auditing, and impact assessment of real proposed deployments — in a hospital, a court, a hiring pipeline, a school. Students draft an AI acceptable-use policy for their own school and defend it before a real school board. Case studies in whistleblowing, conscientious objection, and the practical mechanics of saying no.

Why we are confident this will not work

American schools have run this experiment before.

We are not speculating about what happens when schools respond to a frightening new influence by restricting access to it. There is a record.

The honest summary: prohibition reliably reduces supervised use, and unreliably produces the learning outcome anyone actually wanted. That deserves respect as a finding. It is not an argument for banning the thing we are supposed to be teaching.

In the news

The right things are already happening.

It would be easy to read this far and conclude the situation is grim. It is not. Across governments, institutions and student bodies, people are arriving independently at the same conclusion — that children are protected by being taught, and that AI literacy belongs in the curriculum rather than behind a fence.

We did not organise any of this. We are pointing at it because it is working, and because it is the direction worth joining.

Eighteen nations put children’s rights at the centre of the AI age

A coalition launched in Geneva in July 2026 is setting out to make sure children’s safety and rights are not an afterthought as artificial intelligence reshapes how they learn, play and grow up. UNICEF convened it with the governments of France and Spain, and it brings together 18 states from every region — among them Kenya, Brazil, Japan, Canada, Korea, Morocco and Indonesia — alongside OHCHR, ITU and UNESCO.

What makes it notable is its posture. The Coalition is explicitly built on the Convention on the Rights of the Child, and its framing is two-handed: unlock what AI can do for children, and put guardrails where it can harm them. That is the same shape as the argument we make here.

Why this matters

  • It treats children as rights-holders, not bystanders. The Convention on the Rights of the Child includes the right to information and to education — which cuts against withholding as a default strategy.
  • It is two-handed, not fearful. UNICEF’s stated purpose is to ensure AI benefits every child, not just some. Protection and access are pursued together rather than traded against each other.
  • It confirms the exposure is already universal. 20 million children have used AI and 13 million use it for learning. Policy that assumes children do not have access is not describing the world we are in.
  • It is a floor to build on. A shared international framework gives national curricula something to align to — exactly what AI literacy needs to scale beyond individual districts.

Students wrote the AI law they want — and voted for AI literacy

At America’s Youth AI Festival in July 2026, 98 students representing all 50 states gathered on the UMass Boston and MIT campuses and took their seats in an exact replica of the United States Senate chamber at the Edward M. Kennedy Institute. They researched AI policy in advance, split into subcommittees, debated the tradeoffs, and passed the STUDENTS FIRST Act of 2026 by a vote of 82–16.

They did not ask to be shielded from the technology. They asked to be taught it — and then wrote careful limits on how adults may use it on them. Day of AI Executive Director Jeff Riley: “This is written by students, for students … a serious framework that education leaders can now evaluate, test, and strengthen.”

Why this matters

  • The students voted to require AI literacy — instruction from the moment a child first uses a digital device in school. Given the choice, the generation in question chose teaching over absence.
  • They drew the line where the evidence draws it. No AI to produce written or artistic work; from ninth grade, AI permitted for brainstorming, studying and editing with teacher approval. That is almost exactly the servant-versus-specimen distinction.
  • They protected due process. A right to appeal an accusation of improper AI use with human review, no AI profiling of students, and no AI independently setting grades or discipline.
  • They kept the exit. Mastery may be shown by oral defence or handwritten work, and students and teachers may decline AI use — consent built in rather than bolted on.
  • This is Dose 5, already happening. Our Governance Lab asks eleventh and twelfth graders to draft AI policy and defend it before a real board. These students did it for the nation, and the framework went out to more than 10,000 school leaders.

New York puts AI literacy on the timetable for every high schooler

We argue elsewhere on this site that New York City’s K–8 moratorium bans the wrong noun. That disagreement is real, and we make it in full. But the same announcement contains commitments worth naming and supporting.

Every high school student in the nation’s largest district will now receive two 45-minute AI literacy modules a year, covering what the technology is along with bias, risk, ethics and career impact. Supervised pilots will introduce older students to real platforms alongside an educator. And a Technology in Schools Coalition of students, educators, parents, unions, advocates and elected officials will assess what happens and publish recommendations.

Why this matters

  • Mandated AI literacy at city scale is a genuine first, and it establishes the principle we care about most: that this is a subject to be taught, not merely a risk to be managed.
  • The exemptions are right and we say so. Assistive technology for students with disabilities, multilingual learner support, and computer science pathways all continue.
  • Companion chatbots are correctly excluded. Common Sense Media found these platforms pose unacceptable risks to under-18 users. On this we agree with the city without qualification.
  • The Coalition is the opening. It is explicitly chartered to review evidence and recommend next steps. That is precisely where the case for starting literacy before ninth grade should be made — and we intend to make it.
  • Our ask is narrow. Keep every safety commitment. Distinguish AI used as a servant, which the evidence indicts, from AI studied as a specimen, which the evidence supports — and let the younger grades study it.

Why this organisation exists

The people who will govern AI are in second grade.

Someone will have to audit a model for discriminatory outcomes, refuse an unlawful deployment, write the statute, testify about the harm, build the countermeasure — and, when a synthetic voice calls in their grandmother's tone asking for money, recognise it.

Governance capacity is not a credential issued at twenty-two. It is a disposition, formed early: the reflex to ask who made this, what does it want from me, and how would I check?

You cannot raise a generation capable of governing a technology by arranging for their first serious encounter with it to be alone, at night, on a phone, with a product optimised for engagement rather than for truth.

We do not keep the genie in the bottle by refusing to look at it.
